The Directorate of the Scientific Mission of NASA (SMD) announces the publication of its annual omnibus solicitation for fundamental and applied research, research opportunities in space and earth sciences (roses) 2025 as NNH25ZDA001N or Monday, February 24, 2025, in or towards or around 2025, at the https://solitation.nasaprs.com/roses2025
Roses is an omnibus solicitation with many individual program elements, each with their own dates and matters of maturity. Table 2 And Table 3 of this NRA, which will be published at https://solitation.nasaprs.com/roses2025table2 And https://solitation.nasaprs.com/roses2025table3Respectively, provide proposal due dates and hypertext links to the descriptions of the elements of the program requested in the appendices of this NRA. Together, these program elements cover the wide range of basic and applied research and support technology in the fields supported by SMD.
The NRA of roses is written to allow the elements of the program to issue rewards to non -governmental organizations as subsidies, cooperative agreements or contracts according to the nature of the proposed work. However, at the time of the release, all the elements of the roses’ active program specifically exclude contracts, because contracts would not be appropriate for the nature of the requested work. Thus, unless otherwise indicated by the element of the program, the awards to non -governmental organizations deriving from roses will be federal aid (subsidies or cooperative agreements). Rewards for government laboratories, including co-researchers funded on the proposals of non-governmental organizations, will be inter or intra-aging transfers, as the case may be.
With the exception of China (see section III.C of the summary of the Roses of Solicitation), the organizations of each type, domestic and foreign, governmental and private, for profit and non -profit, can submit proposals without restriction on collaboration agreements. Note that NASA policy is that all research carried out by non -American organizations will not be an exchange of funds, see https://science.nasa.gov/researchers/sara/faqs/#faq-14.
The awards range from less than $ 100,000 per year for targeted and limited efforts (for example, data analysis) to more than $ 1 million per year for in -depth activities (for example, the development of equipment for scientific experiences and / or theft). Performance periods are generally three years, but some programs can allow up to five years and others specify shorter periods.
The funds available and the planned number of awards are given in each element of the program and vary from less than one to several million dollars, which makes it possible to select from some to several dozen proposals.
The electronic submission of proposals is required by the respective due dates for each element of the program and must be submitted by an authorized official of the proposal organization. Most of the program elements will be set up for a request via Grants.gov only if requested at least 30 days in advance of the due date. Each organization which intends to submit a proposal in response to roses must be registered with NSPIRES; Organizations which intend to submit proposals via Grants.gov must be registered with Grants.gov in addition to being registered with NSPIRES. Such a recording must identify the authorized organizational representative (s) which will submit the electronic proposal. All members of the team of proposals must be registered in NSPires, regardless of the submission system so that we can make organizational conflicts of automatic interests of the examiners. The potential proponents and the organizations offering are invited to access the system (s) well before the expiration date of the proposal of interest to become familiar with its structure and enter the requested information.
Notices of intention to propose and proposals Step 1 will be due from the end of March 2025 and complete proposals (step 2) will be due as soon as possible on May 22, 2025 and could be due until the beginning of mid-May 2026, when it is planned that the first complete proposal (step 2) of the due dates for Roses-26 will begin.
Potential proponents are strongly encouraged to read section I (D) of the summary of the Roses of the Solicitation and Roses-24 FAQ # 1 This lists significant changes compared to recent roses.
At the time of the release, The manual of the NASA grant and cooperation agreement (GCAM) was not available on the web page of the subsidy policy at https://www.nasa.gov/grants-policy-and-compliance-team/#regulations. Two sections of the Gcam which are most often mentioned by the proponents (and which do not require an update to comply with the decrees) are displayed under “advertising documents” on the pink-25 pages. Once the update Gcam is published, these extracts will be deleted and the link on each page of program elements will provide proponents to the page hosting the Gcam document.
