Two foreign nationals were charged by the great federal juries, accused of having organized the harassment and harassment of a dissident of the People’s Republic of China, and of having tried to organize the export of American military technology in China.

They were accused of interstate harassment and conspiracy to commit interstate harassment and the conspiracy, smuggling and violations of the arms control law.

A bank transfer was made from a bank in the Los Angeles region to a bank account of the Wisconsin of an unidentified person who was provided in Cui for part of the deposit, according to the indictment.
According to prosecutors, Cui and Miller also enlisted the help of people in the United States to harass and track down a victim who was a frank dissident of the Chinese government. The victim made public statements in opposition to the appearance of Chinese President Xi Jinping during Asia-Pacific Economic Cooperation or the APEC summit in November 2023.
In the weeks preceding the APEC, Cui and Miller summit directed and coordinated an interstate system to monitor the victim, to install a follow -up device on the victim’s car, to reduce tires on the victim’s car, and to buy and destroy a pair of artistic statues created by the victim representative XI and his wife, according to producers.
Cui and Miller also asked more informants of the FBI to harass the victim after declaring that he would represent the statues of XI and his wife online in the spring of 2025, according to the prosecutors.
Cui and Miller are in Serbia and the United States coordinate with the Serbian authorities concerning extractions.
If he is found guilty, Cui and Miller are faced with following maximum sanctions: five years for conspiracy; Five years for interstate harassment; 20 years for violation of the law on arms control; 10 years for smuggling.
“The accused would have plotted to harass and interfere with an individual who criticized the actions of the People’s Republic of China while exercising his rights of freedom to combat the Constitution in the United States of America,” said Dan Bongino’s deputy director.
“The same individuals are also responsible for trying to obtain and export a sensitive American military technology to China. I want to congratulate the good work of the FBI and our partners in the United States and abroad to end these illegal activities.”
