Goma, the largest city in the east Democratic Republic of Congofell to M23, an armed group supported by Rwanda. The capture of Goma marks an astonishing escalation of hostilities between Paul Kagame, the president of Rwanda and the much larger neighbor of his country. African and Western diplomats have ripablely condemned the attack, but it is unlikely that he forces Mr. Kagame to revers the course. The foray increases the risk of a broader conflict in the region, which underwent two devastating wars between 1996 and 2003.
