Secretary of State Marco Rubio announced on Monday that he is acting director of the American Agency for International Development (USAID).

Rubio told journalists that he had “delegated this authority to someone, but I remain in contact with him,” without providing details. The actual administrator of the USAID had already been Jason Gray. CNN asked the State Department if it was the person referenced by Rubio.

In Salvador during his trip to Central America, Rubio argued that USAID is “a completely insensitive agency”.
