Hear envelope: the United States must update technology to prepare for quantum age

Washington – Yesterday, the cybersecurity sub -comity, information technology and government innovation has held a audience entitled “Prepare for quantum age: when cryptography breaks. “During the hearing, members stressed that the United States has the obligation to compete with technological domination and must update cybersecurity protocols to maintain its competitive advantage.

The main dishes to remember:

The United States is in competition for technological domination in many areas, including quantum IT and artificial intelligence, and must continue to innovate to maintain its advance.

  • Marisol Cruz Cain, Director of Information and Cybersecurity Technologies at the US Government Accountability Office, said in her declaration of opening according to which “(The) United States must develop a solid quantum workforce to maintain its leadership position in quantum technology, hardware and software development. In doing so, taking advantage of programs, training and hiring.“”

Quantum IT will have a significant impact on daily technology and cybersecurity worldwide depending on the next generation of computers.

  • Ms. Cruz Cain testified that “As you know, quantum computers make the promise to solve critical problems that conventional computers cannot. These computers use property of quantum physics to carry out calculations considerably faster than conventional computers today. This allows them to execute a considerably higher number of calculations at the same time. This increased computing power has potential applications in many different areas. For example, quantum computers may be able to simulate critical chemistry processes to develop new fertilizers and medicines. However, the setback of this potential is that quantum computers can threaten the security of information systems and the data they contain, including those controlled by the federal government. For example, quantum computers could overcome widely used encryption methods on which individuals, federal agencies and critical infrastructure entities count. »»
  • Denis Mandich, director of technology at Qrypt, said that “The calendar shrinks. The threshold is around four thousand logical qubits, and the main programs are already heading for this brand. The delay is not only risky, it is irrational. Progress in quantum computer science is non -linear and subject to sudden breakthroughs, and our opponents are encouraged to hide the milestones until it is too late. But the real danger is not only in the quantum threat – it is our complacency. We have already seen this model. Flame’s malicious software exploited weak cryptography many years ago, which did not relax for years. Storm-0558 from China, you are probably familiar, led to Microsoft’s main signature key, compromising almost all federal agencies.“”

The federal government must make more progress towards the modernization of federal computer systems and the updating of cybersecurity protocols.

  • The president of the subcommittee Nancy Mace (RS.C.) pointed out in her declaration of opening that “An important role in this subcommittee is to ensure the appropriate cybersecurity of federal technology. One thing on which all experts are suitable is that a sufficiently advanced quantum computer will increase cryptographic security in each sector, including finance, health care and defense. The federal government should not wait to fight this huge task. Already, we know that foreign opponents implement a strategy “fly now, decrypt later” with the hope that today’s data will always be precious when they have a quantum computer.
  • Dr. Scott Crowder, vice-president of IBM Quantum adoption, said in his opening declaration that “(The) American government and industry must become quantum safe and ready. If industry continues to progress at the expected rate, quantum computers will have the capacity to break asymmetrical encryption. (National Institute of Standards and Technology) recommended existing encryption vulnerable to quantum computers which are decent by 2035, and previous experiences have shown a new adoption of cryptography can take more derade. The nation’s most critical systems are protected from the threat.“”

The president of the MACE subcommittee has heard about the capacities of quantum calculation and artificial intelligence of China compared to the United States and to the threat it creates.

President of the MACE subcommittee: “How far do you think China is from the United States on AI?“”

M. Mandich: “I think that is another situation where I believe that, once again, observing them for so long, they have access to everything we have done in all our companies. All our companies have been penetrated to our knowledge. Many of their employees are in China. In many cases, these employees work physically in places far from Chinese intelligence agencies, not even in the private sector. So I think that because they are so silent on this subject, they are very secret of what they do. We don’t even know the names of quantum companies in China. There are only a few that are public, the others are completely unknown. We will probably live a deep moment in quantum computer science. There was no depth before Chatgpt 3, which appeared afterwards, and it appeared very quickly and that did not occur from basic research. It comes from data theft and IP monetization.“”

Rep. Skull: “(Mr. Mandich), did you say that you worked in the field of intelligence for a long time? Does this concern to you that universities like Brown and others allow students to come here-sometimes they come here and say that they (will) start an English program-and then they work with perhaps a sympathetic teacher who transfers them in something like nuclear engineering or quantum calculation, then they end up with competition with the United States?“”

M. Mandich: “Well, you know, we know that China floods the United States with students. These are their front line line collection platforms. He not only floods the university system, but almost all the companies you can think of with collectors. We must therefore do a much better work to limit this, because we have actually trained their quantum industry here in the United States. Very little of that happened at the national level in China. So, we have to do something, but we also need more Americans to enter these areas, and get out of social media and Tiktok, that we become the majority of these programs and not the minority. “”

Representative John McGuire (R-VA.) Asked questions about the areas of US quantum innovation most at risk of being overwhelmed by foreign opponents.

Rep. McGuire: “So, Dr. Crowder, in what regions of quantum innovation were most likely to be overwhelmed by a foreign opponent?“”

Dr Crowder: “I think, there are still, there are two songs. One of them builds the best quantum computers on the planet. Maybe three things. Based on public data, we think we have an advance on any place elsewhere in the world today, but this is only based on public data. The second area is in algorithms and applications. And at the moment, I would say that we see a little more investment by other governments than by the American government and we are focusing, you know, really research on applications. We tend to wait for computers to be large enough to resolve the mission before starting the application for the mission, if that makes sense. “”
