A federal judge prevented the administration of President Trump from making drastic cuts looking for funding provided by the National Science Foundation.

US district judge Indira Talwani in Boston on Friday canceled a change in policy that could have eliminated universities of tens of millions of dollars in research funding. Universities have argued this decision threatened with critical work In artificial intelligence, cybersecurity, semiconductors and other technological fields.

Talwani said the change, announced by the NSF in May, was arbitrary and capricious and contrary to the law.

An email from the Associated Press on Saturday at the NSF was not immediately returned.

“Indirect” costs, expenses such as building maintenance and computer systems that are not directly linked to a specific project. Currently, the NSF individually determines the indirect costs of the beneficiary of each subsidy and is supposed to cover actual expenses.

The Trump administration rejected indirect expenses as “general costs” and capped them for future rewards by the NSF to universities with 15% of the financing of direct research costs.

The University of California, one of the complainants, said the change would cost it just under $ 100 million a year.

The judges blocked similar ceilings that the Trump administration granted to subsidies from the Department of Energy and the National Institutes of Health.
