Annual public meeting for the year 2025 – Staten Island

Report by Dr. Mitchell Katz, Chairman and Chief Executive Officer

Good evening, I am Dr. Mitchell Katz and a primary care doctor in practice and the president and chief executive officer of NYC Health + Hospitals. This is my eighth year here to the health care system. I am proud and honored to direct this institution and to be here today at the nursing home n ° 1 in New York, NYC Health + Hospitals / Sea View.

I don’t do that alone, of course. We have thousands of employees who make sure that New Yorkers have received the high quality care they deserve. Some of these people are in the room today.

I would like to thank our members of the board of directors who are here, the staff who organized this meeting, and the team here tonight who will ensure that your words are captured for all our leaders to hear.

I want to thank those of you in the public and those who speak tonight. Your presence here shows how much you care about the New York public health care system, the quality of health care in your neighborhood and the community inside and outside our establishments. I appreciate your time and I can’t wait to hear what you have to say.

My goal has always been to expand access to care for more than New Yorkers, whatever their ability to pay or an immigration status, to offer the highest quality of care and to advance our mission and our values. This remains at the heart of what we do every day in New York Health +hospitals.

Before starting the meeting of tonight, I want to highlight some of our achievements in the past year.

  • Our nursing team had a phenomenal year. In addition to national recognition and prices, we have hired more than 3,600 new union nurses since March 2023, replacing numerous agency nurses.
  • In 2024, we hosted more than 375 of our patients through our Housing for Health initiative. The initiative has now housed more than 1,200 patients since its launch.
  • US News & World Report, included the 11 of our hospitals in its “Best Hospitals 2024-2025” list, with a special wink to NYC Health + Hospitals / Elmhurst Hospital as “best regional hospital for fair access”. In addition, as I mentioned earlier, Newsweek ranked Sea View from the n ° 1 nursing home in New York.
  • All our hospitals have obtained at least three honors through the American Heart Association with directives and mission: Lifeline Quality Programms.
  • We continue to be a leader in LGBTQ +care. The 18 eligible installations of NYC Health + Hospitals obtained the designation “LGBTQ + Healthcare Equality Leader” by the index of equal health care of the human rights campaign.
  • Four of our hospitals – Bellevue, Elmhurst, Lincoln and Woodhull – were classified by US News and World Report Magazine as very efficient for uncomplicated pregnancies.
  • Our revolutionary lifestyle medicine program ended its expansion last year, opening new sites at the Elmhurst hospital; Gotham Health, Vanderbilt; And the Lincoln Hospital, for a total of seven sites across the system that can be used for 4,000 patients per year.
  • In 2024, we launched a full three -year plan to strengthen and extend our behavioral health services, partly funded by $ 41 million in the state.
  • We continue to provide services in our asylum seeker arrival center, which welcomed more than 175,000 people in more than 160 countries.
  • Our health insurance scheme, Metroplushealth, continues to develop its members through the five districts.
  • NYC Health + Hospitals engineering facilities and engineering teams work hard to reduce our carbon footprint. In 2024, we installed the first solar panels on the roof of the Elmhurst hospital. This will complete the power that the level 1 trauma center uses every day.
  • NYC CARE, our health care access program for non -eligible people who cannot afford health insurance, have celebrated its five -year birthday with more than 125,000 members on the program.
  • We have carried out more than 10,000 scans for lung cancer in the first two years of the lung cancer screening program. Lung cancer is the main cause of cancer death for men and women.
  • The health care system has opened 20 new well-being rooms where staff can be decompressed during the working day and participate in well-being activities.
  • Our Arts in Medicine program continued to embellish our hospitals and create spaces for healing and reflection. Ten new murals were installed last year in our facilities, the most recent at NYC Health + Hospitals / Jacobi.
  • Our 250 community health workers have worked with more than 25,000 patients. CHWS regularly meet patients to identify and respond to obstacles to health and well-being, such as housing, financial needs, food and legal, as well as to help them plan health care and coordinate transport.
  • Finally, the health care system launched a podcast called The Remedy. The episodes covered everything, from the power of primary care to the preparation of the next pandemic.

Staten Island News & Protective Facts

I would be neglected if I did not specifically point out the achievements of our installation of Staten Island. NYC Health + Hospitals / Sea View and Gotham Health / Vanderbilt have greatly contributed to our extraordinary year.

NYC Health + Hospitals / View Sea

  • Sea View constantly obtains the five -star notes from the US Centers for Medicare & Medicaid Services (CMS), which designates five -star qualified nursing facilities among the 10% of nursing homes in the country.
  • US News & World Report has published its best nursing homes in 2025 in America, and Sea View received very efficient ratings in short -term rehabilitation and long -term care, a designation held by 3% of nursing homes in the country.
  • The continuous long -term care establishment implementing new strategies to improve the experience of patients / residents. Patient safety and satisfaction remain an absolute priority and is proof of our overall press satisfaction score of the 99.23 press.
  • Sea View widens its volunteer program, strengthens its bridge to the community of Staten Island and associates with local schools, veterans organizations, the elderly programs and the summer program for young people.
  • And finally, the establishment has teamed up with Cuny’s College of Staten Island, allowing students to carry out their clinical rotations for disciplines in social work and nursing care, which supports a career pipeline for New Yorkers to join our public health system.

Our second establishment on the island, NYC Health + Hospitals / Gotham Health, Vanderbilt, also had an incredible year.

  • Last March, the site created a partnership with the performance service system (SIPPS) of Staten Island to improve access to the services of our asthmatic patients.
  • In September of last year, the site was recognized by the member of the Council Kamilah Hanks for his work in the community.
  • Vanderbilt widened its substances and dependency consumption programs last year.
  • He received recognition from the American Heart Association for blood pressure, diabetes and cholesterol control in his patients.

Really impressive achievements.

Finally, I want to solve certain problems that have been discussed before, and I suspect that I will come back this evening.

As I mentioned earlier, nursing care is the backbone of our work through the system and on State island. We are delighted to have done so many nurses who hire last year. However, staff can be a difficult problem and has been in recent months.

We are involved in animated discussions with our partner, Nysna, on the manipulation of unforeseen nursing “calls”. Nurses and all union staff are subject to the same longtime policy in New York Health + hospitals who provide pre-disciplinary advice and warning sessions after several unforeseen calls, and these take place long before the discipline or penalties were envisaged.

Nothing in this policy prevents nurses from using their sickness time – everyone agrees that employees should not work when they are sick. However, there are strong opinions on both sides on how to ensure appropriate use of leave time, which is why, we started preliminary discussions with NYSNA and DC-37 on the pre-disciplinary process linked to the use of sick leave. We are happy to work with all our unions in the coming months, including NYSNA, to discuss and negotiate aspects of this policy.

As I said, we all need to make New York + health + hospitals. And we could not do it without all of you – our patients and defenders of patients, community organizations, elected officials and other members of the communities that we serve. Thank you for being here this evening and your support for our essential public health care system.

Now let’s move on to the main objective of the meeting of this evening – to hear you, the members of our community. Your contribution is so important for the future success of NYC Health +hospitals. We are ready to listen.
