Fight unfair practices on the live entertainment market – the White House

By the authority left in me as president by the Constitution and the laws of the United States of America, it is therefore ordered:

Section 1. Aim. (a) The live concert and entertainment industry in America is the desire for the world. But it has become destroyed by unscrupulous intermediaries who are seated at the intersection between artists and fans and impose blatant costs while offering a minimum value. Ticket scalpers use robots and other unfair means to acquire large quantities of facial value tickets, then redefine them to a huge increase in the secondary market, consumers who go prices and deprive fans of the opportunity to see their favorite artists without initiating extraordinary expenses. According to some reports, fans paid the nominal value up to 70 times to get a ticket. When this happens, artists receive no profit. All profits go only to the scalper and the ticketing agency.
(b) My administration is committed to making the arts and entertainment that enrich the lives of Americans as accessible as possible. Rent research behavior surrounding the ticket industry are contrary to this objective. They are harmful to consumers and capitalize on market distortions which should not be allowed to persist.

Second. 2. Implementation. My administration must use all legitimate authorities to discuss the conduct described in article 1 of this order. Consequently, I direct this:
a) The Attorney General and the Federal Trade Commission (FTC) ensure that competition laws are applied appropriately in the concert and entertainment industry, including where places, ticket office agents or its combinations operate at the expense of artists and fans;
(b) The FTC rigorously applying the best law on online ticket sales, 15 USC 45C, and collaborate with general prosecutors or other state protection agents on the application of the best law on online tickets, including by providing these state officials or evidence obtained by the FTC when they comply with the applicable law;
c) the FTC takes the appropriate measures, including the proposal of regulations if necessary, to guarantee the transparency of prices at all stages of the ticket purchase process, including the secondary ticketing market;
(d) the FTC assesses and, if necessary, take action measures to prevent unjust, misleading and anti -competitive conduct on the secondary ticket market; And
(e) The Secretary of the Treasury and the Attorney General ensures, if necessary, that the ticket calendars operate in accordance with the internal income code and other applicable laws.

Second. 3. Report. Within 180 days of the date of this ordinance, the secretary of the Treasury, Attorney General and President of the FTC will jointly submit a report to the assistant to the President for the economic policy and the director of the office and the management and the budget describing the actions they have taken to implement this order. The report must also identify any recommendation of regulation or legislation necessary to protect consumers with regard to the Concert and Direct Entertainment industry.

Second. 4. General provisions. a) Nothing in this order should be interpreted as altering or otherwise affect:
(i) the authority granted by law to an executive department or to an agency, or at its head; Or
(ii) the functions of the director of the management and budget office relating to budgetary, administrative or legislative proposals.
(b) This order must be implemented in accordance with the applicable law and subject to the availability of credits.
(c) This order is not intended to create and create a right or advantage, a noun or procedure, enforceable in law or equity by a party against the United States, its services, agencies or entities, its officers, employees or agents, or any other person.
