Police said the driver of the vehicle, a passenger and two other suspects in two other vehicles were arrested and charged with conspiracy to violate U.S. law. Two of the four arrested are from Quebec.
The Ontario Provincial Police say several law enforcement agencies in Canada and the U.S. Department of Homeland Security participated in the investigation leading to this traffic stop.
Investigators say all four suspects have been released and are expected to appear in a Cornwall court on February 25.
Police say that, if applicable, charges could also be laid against the eight people hidden in the vehicle.
